Such a negligence persuades young offenders to commit heinous crimes presumably. Therefore, the first stage is to prepare a vast access on useful and comprehensive in formation as well as satisfying essential knowledge to define good and bad concepts in the current life styles and to justify them about their following results. Consequently, reward and punishment should come at other next stage. It is not logical and legal constitutionally to punish them before any announcements and learning accessible information. If not, we will face a vicious circle skewing teenagers to irrevocable mistakes. O therefor, it keeps them permanently to be verge of the crime commitments or mistakes reshaping not only their lives, their families and sometimes their societies as well. Last but not least, the king of punishment should be categorized by different situation. Teenager by teenager is must to be behaved differently. It is not absolutely advised to perform punishing reflections similarly. The condition of their life, economic and cultural levels, family atmosphere, psychotically backgrounds and the real situation of behavior deducted from an instant reflection must be taken into account necessarily. If not, we are faced with different results about controlling the status, increasing the deep and scale of individual or collective crisis.

The objective observations and theoretical evidences present that had the society captured public attention regarding the correct and formidable punishing styles, people would not have been faced with the growing trend of delinquent children and young offender in current decades.
